As discussed in open-telemetry/oteps#74
and as implemented for the global Meter provider in #392,

Instances allocated through the the global trace.Provider should forward to the global SDK once it is installed. The same logic can be followed as for Meters in #392, though the change will be much smaller because the trace API has no instruments, label sets, etc.

Marking blocked on spec because OTEP 74 is still pending.
