Description

Adds ReactFlow 11.8.3 as a dependency. The package works as expected after transpiling to an es5 build using custom babel loaders in core OSD (see related PR: opensearch-project/OpenSearch-Dashboards#4882). This is because this plugin does not maintain any custom build configurations, and we bootstrap/build everything using linked scripts from core OSD (e.g., yarn osd bootstrap).

Confirmed that after adding this and importing reactflow modules, there is no compilation errors.
