[Tests-only] Update ocis tests litmus #37419

Litmus tests are now passing for custom properties, so this PR tidies up the tags a bit.

Process Litmus and custom props related tests:

Vincent Petry added 3 commits May 20, 2020 11:06
- Litmus tests were split, now only locks are failing, so replaced issue 18 with 172
- Blacklist tests were pointing at wrong issue 18, so replaced with 15
Changed issue number of OCIS props to point at more precise issues for
checksum, quota and private links.
Unskip OCIS tests related to custom properties, except
for those that still fail with issue 217.
