Research and build testing infra with realistic scenarios for elections

The idea here is to come up with the testing infra needed to perform the election process in a dev chain in a realistic scenario. Some interesting features would be:

• Simulate the snapshot creation
• Simulate off-chain workers
• Do memory profiling in WASM
• among others.

As a stretch goal, we could have integration tests/check using this infrastructure in WASM (probably not trivial).

The WASM profiling would be interesting so that we could be informed when changing election/staking bounds.
