Attempt to break down #7319. Part 2

Priori to merge:

  • re-run all staking solution fuzzer.
  • re-weigh staking.
  • get a feeling of how many nominators we can support with this PR, in unsigned, and no further optimizations.

polkadot companion: paritytech/polkadot#2476

Pallet with just unsigned phase. There is a small notion of signed phase, but except for defining the range and switching a Phase storage, no logic is in the signed phase.

Also the docs of the module are the full docs. That would have been too much to decouple.

it fails with:
