1. Minimal reproduce step (Required)

Do set @@global.tidb_ddl_distribute_reorg = on.
Then, cancel the add index operation when checking whether a dist-reorg task is complete.
Execute select count(1) from mysql.tidb_background_subtask

2. What did you expect to see? (Required)

Get 0 row.

3. What did you see instead (Required)

A few rows of rows may be obtained.

4. What is your TiDB version? (Required)

master
