1. Minimal reproduce step (Required)

  1. deploy a cluster add do large ddl in queueing
  2. upgrade the cluster

2. What did you expect to see? (Required)

  1. cluster can upgrade succefully

3. What did you see instead (Required)

  1. cluster upgrade failed since there are a lot of ddl in pausing

  2. after 30s, tidb will report fatal error upgrade failed frequently

  3. tidb can't start

4. What is your TiDB version? (Required)
