5.6 seems to have introduced an issue with projects that use the noEmit option and private/internal types microsoft/TypeScript#59951

I was able to fix some of the issues for the modules that we control, but not for modules that we depend on (e.g. react and react-shadow)

It looks like our options are to:

1. Suppress the ~3 type errors coming up for types we reference from our dependencies, or
2. Toggle the declaration option (I tried this and it works)
