Support for Thread

This is an initial mostly stubbed out implementation that brings-in the meta-data definitions of the clusters as well as the missing support structures.

The implementation is likely to be further enhanced / corrected in the near future, given that my support for Thread in esp-rs ESP IDF is almost ready, and WIP for esp-rs baremetal is already in-place.

I am - as we speak - changing rs-matter-stack and esp-idf-matter to accommodate the Thread use case (and concurrent provisioning, because of this).
