Remove custom keycodes from nullbitsco/snap

Description

• Not used by any in tree keymap
• Not implemented correctly
  • VIA custom keycode require kb block
  • KB level keycodes should not be using the user block
• Implement shutdown logic without re-implementing QK_BOOT
