Conda is failing to solve boa with python 3.12 because it can't find a conda-build package for Python 3.12. The current state of the conda-forge Python 3.12 migration shows we will need conda-forge/lief-feedstock#41 in order to unblock conda-build packages for Python 3.12, which should eventually solve this.

For now, I am going to remove Python 3.12 from this PR and we can revisit that at a later time.

With the merge of rapidsai/ci-imgs#96, we might
now be able to build python 3.11 packages using our existing pipelines.
