[BUG] cudf concat / append must not materialize contiguous rangeIndex objects #6872

Describe the bug
While we try appending/concatenating multiple RangeIndex objects if they are contiguous we should not be materializing RangeIndex objects.

Steps/Code to reproduce bug

>>> import cudf
>>> import pandas as pd
>>> i = cudf.RangeIndex(0, 10)
>>> f = cudf.RangeIndex(10, 15)
>>> cudf.concat([i, f])
Int64Index([0, 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14], dtype='int64')
>>> i.append(f)
Int64Index([0, 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14], dtype='int64')
>>> pi = i.to_pandas()
>>> pf = f.to_pandas()
>>> pi.append(pf)
RangeIndex(start=0, stop=15, step=1)

Expected behavior
We should avoid materializing RangeIndex if there are contiguous RangeIndex inputs.

In cudf, we have been concatenating a collection of `RangeIndex`'s by materializing each one of them, but instead we should rather be introspecting each RangeIndex to decide whether to materialize of not. This PR fixes it.
