Description
Contributes to rapidsai/build-planning#108
Proposes building wheels with
--no-build-isolation, to improve the rate ofsccachecache hits and therefore reduce CI times.Also makes some changes to wheel-building scripts to reduce duplication and align them with the patterns used across most other RAPIDS libraries.
Notes for Reviewers
