What does this PR try to resolve?
Add a tool I wrote a while back to detect any stale trigger files in autolabel definitions in triagebot.toml.
How should we test and review this PR?
Should fail since we got some stale already.
I didn't make
stale-labeljob required because I don't think it should block the contributor workflow.Blocked on #12052
