Backend tests failing with Ubuntu 22.04 #1768

Since it's a shared library on sillsdev, any project that needs a new release can create one. However, I just created the 2.9.0 release. |

libdl.so
library, whose functionality was absorbed intolibc
(https://sourceware.org/pipermail/libc-alpha/2021-August/129718.html). However,libdl.so
