This builds with Qt 5 on the oldest Ubuntu we support, and with Qt 6 on the latest that GitHub provides. It's limited by path to only run for commits that change Linux-Application, not the other subdirs.

This adds a CI workflow like the one in the ld-decode repository. It checks that the tools build and install with Qt 5 on Ubuntu 20.04, and with Qt 6 on Ubuntu 22.04.
