Some customers are running out of heap memory - this PR is doubling the maximum amount allocatable via setting the appropriate parameter at compile time for pkg to include it.

Any background context you want to provide?
pkg is not passing node.js parameters to the runtime on execution. These parameters need to be set at compile time. This behaviour was introduced ~1 year ago. Garbage collection in the VM8 engine used is still happening, even if the max heap size is high, so there should not be an effect for customers not reaching the heap limit right now. For others, the problem with scanning their repositories should go away until they reach the new threshold (32 GB).
