Since freenode has imploded, it's meaningful to consider moving to another network. There are several options – irc.perl.org, OFTC and Libera Chat are probably the obvious ones. This commit proposes moving the #sqitch channel to Libera Chat, who is run mostly by the same people as Freenode used to be.
