Exclude Containers and Domains from Isolation

• Global for Target Domains
• Multi-Account Containers: Ignore Domains per Permanent Container completely (allows to load the Domains that aren't assigned). Maybe ask if MAC wants to add setting assignments (and getting the complete list of them) to the API.

v1.0beta4 allows global excluding of permanent containers and domain patterns from Isolation - which is also configurable in the popup.
