Changes the guidelines to include line about checking your code and pushing to GitHub. #1005

Added these changes to the GUIDELINES.md to clarify that we expect people to test their code and provide GitHub links to working examples in order for the articles to be approved.

✅ Run and test your code before pushing it to GitHub.

✅ Provide GitHub link(s) to complete code examples.

@Mcastres not sure about the Yaml Lint failing. Is this ok for that check to fail?
