Fix telemetry installed_time format #2164

This patch changes the telemetry code to always send the installed_time
timestamp AS ISO8601. Previously it was depending on local settings
leading to timestamps not processable by the telemetry receiver.

Would be nice to have a test that verifies that the correct format string is output (a developer could accidentally change the format string without us noticing if we do not have it in a test).

While I think this change is OK, generally I don't think these kinds of things should depend on the client doing things a certain way.

Normally, you want to fix issues at the server and not the client. The server must in any case handle any format now since it must be backwards compatible with old clients. So, while this change is harmless, it actually doesn't solve anything, unless I am missing something.

This patch changes the telemetry code to always send the installed_time
