Switch to Libera.Chat

I hereby would like to propose to move the inofficial IRC chat from Freenode to Libera.Chat; background:

If this gets accepted, the old chat room should likely contain a redirecting topic for users and be set on moderated or so.

+1, at least as a short-term solution and given that many channel members already switched to the Libera.Chat channel.

Regarding the new channel on Libera.Chat: It is currently under the control of the PR author @robert-scheck which should be fine (at least I know you from the Tübix and trust you). However, if this works out, one of the orga members should probably be OPed as well (improves the bus factor and seems like a good idea in general).

I am happy to assign full permissions to Tübix orga people or other people the Tübix orga is naming. I also can drop my permissions afterwards if desired. Just let me know what you're expecting.

There have been no objections from other orga team members so I'll go ahead and merge this now :) Thanks for the PR and registering the channel!

Regarding the channel management: You can keep your permissions but it would be nice if you would give me elevated privileges (I'll contact you via IRC). I'm registered as primeos on Libera.Chat and e.g. https://github.com/tuebix/tuebixorg/graphs/contributors, https://www.tuebix.org/impressum/, and my merge rights should proof that I'm part of the orga team.
