Mike, Thank you very much for this. We are delayed at getting it updated. It is a high priority, though I'm not sure when we can get to it.

@slhenry Can this be merged? The commit by @mgifford looks good to me. The content would have been very helpful in an a11y research I conducted a few moments ago. The missing Accessibility for Ontarians with Disabilities Act on the w3c website was pretty confusing. :D

From quick skim, this seems to be a press release, rather than a policy.
In the interest of merging the rest of this PR now, I've deleted it.
Feel free to put it in another pull request for further consideration.
