Skeleton packages do not work with remote manifests or kustomizations

Environment

App version: v0.41.0

Steps to reproduce

1. Go to root of Zarf repo
2. zarf package publish examples/podinfo-flux oci://<url> (or any example with remote manifests or kustomizations)

Expected result

Skeleton package is published and file stays as a remote manifest

Actual Result

failed to publish package: unable to copy manifest
