Tester - again, not quite as bad as it looks because some of the dots here are Water Barrels or Food Crates, but 3 are Battered Chests.
Anyway, confirmed. This issue in Elwynn Forest has been looked at previously in #4496, but it does look as if a lot more chests need to be added to the zone's pools.
EXPECTED BLIZZLIKE BEHAVIOUR:
Per subzone only 1 chest should be active at a time. (as suggested here #4496)

Again, it's not controversial that chests should not spawn in such numbers.
