Remove bootstrap elements from GC charter

Similar to #1813 this PR safely¹ removes some paragraphs from the GC charter which are no longer relevant as they describe the bootstrapping process. This includes:

• A rewrite of section "Overview"
• Removal of "Establishment of a governance committee", only keeping the part Ultimately, the **OpenTelemetry Governance Committee will consist of 9 individual members** of the community **elected for 2 year terms**. The terms will be **staggered with 1 year elections** (alternating 4 seats and 5 seats). put in present tense.
• Removal of "Initial Election"
• Remove note about continuity member from special elections

There are 2 more sections with bootstrap elements left, but they can not be changed without unsafe changes:

• Goals
• Members of Standing

Looks good. The changes don't modify any active part of the charter, only outdated parts related to the bootstrapping of the GC
