We should investigate the new dependabot grouping to avoid opening multiple PRs (see #110174).

I used to be a codeowner for this file when it was inside Tools/clinic/, but that's no longer the case now that it's a top-level file in the Tools/ directory :/

We should investigate the new dependabot grouping to avoid opening multiple PRs (see #110174).

I actually think it makes sense to deal with the mypy-related dependencies separately, they're kind of their own thing
