Installed all of the packages in rm1 and rmall using
opkg install --force-reinstall [package].ipk

Re-enabled oxide with
systemctl enable --now tarnish

Tested oxide (changed number of columns, opened/closed apps) - no issues.
Tested KOReader (opened app, opened book, navigated pages, closed book, exited app) - no issues.

notify-send tested with
notify-send test

The "test" notification showed up in the lower corner of the screen of the rm1 so that's good.

webinterface functionality confirmed as well.

Update with webinterface-wifi, initial functionality turned out to be the USB connection. Checked the status of the service, it seems to be running:

Ping (as shown in Eeems' post above) was long for a local network, but may be exacerbated by the laptop used for testing being bonnected both to WiFi and to an Ethernet connection at the same time. After the ping came back correct, tried the web interface again and now it's working as expected.
