Menubar pull requests

It is essential that we thoroughly test changes to the examples. It is best if we do so before merging into master.

Testing menus have been especially tricky, and we have two potentially conflicting PRs for the menubar examples:

1. Pull 589 from Jon for issue 451.
2. Pull 593 from Carolyn for issue 408.

Let's discuss who will test what to make sure we have all the bases covered.

How far to go with making modal background "entirely inert"

With pull request 583, Evan has proposed a fix for issue 552 - Modal Dialog Example: Background not entirely inert; it allows selection. Evan raises concerns about whether we want to integrate this fix. Let's discuss whether to merge and resolve the issue or whether to let the issue stand.

Outline vs. border for custom focus rings

1. We will start the discussion with a review of Issue 402: Menu Button Examples: Change focus indicator to use outline.
2. We will talk about accessibility considerations relevant to different custom focus ring techniques (pros/cons).
3. We will discuss:
   1. What kind of guidance should the APG include on custom focus indicators? (Issue 590)
   2. Should the APG examples be consistent with each other or show different techniques but all of which are consistent with some APG guidance?

Future meetings and other business

1. No meeting on Feb 19 due to US Holiday
2. No meeting on March 19 due to CSUN
3. Matt out on Mar 26; should the TF meet?
