Change dtoi expiration to 30 days #4256

Feature Overview

Currently for usage pings the dtoi (date of install) is only persisted and included in the usage ping for 14 days.

Per request of Growth/Marketing we'd like to implement what was recently released in brave-core for extending to 30 days.
