CityGMLパーサ周辺の問題か、画像の扱いの問題か、etc.

沼津駅前 (52385628_*_6697_op.gml) の例：

3dtiles: glTFにマテリアル (PBR Material, Texture) を付与する (#308)

glTFにマテリアル（PBRの色とテクスチャ）を付与します。課題はたくさん残っていますが、このあたりで一旦マージすべきかと思います。

興味があれば `nusamai/src/sink/cesiumtiles/` 以下の変化を見て頂ければよいかと思います。

それ以外の部分の変更は、特に重要な意味はないです。

既知の問題+今後の課題：
- #309 
- #310 
- #311 (いまは激遅)

配布されているデータ側の問題と思われるのでclose。

PLATEAU VIEWで見られるデータにはテクスチャが付いているが、配布されているCityGMLのLOD3にはテクスチャが付いていない。
